COLLECTION DEVELOPMENT POLICY
The Jasonville Public Library seeks to give service to the residents and property owners of the City of Jasonville, Greene County, Indiana. It is the goal of the Library to meet the recreational, educational and cultural interests and needs of the district’s residents, regardless of age, gender, race, creed, nationality, physical ability or formal schooling.

The Library’s mission is to enrich individual lives and strengthen our community by offering access to information and opportunities for literacy, learning and enjoyment.

To always try and meet the needs of our community.
Goals:
To provide responsive service that meets community needs and interests, to provide quality collections with active collection management and to provide services and collections to address our demographic trends.
The Jasonville Public Library first opened in 1924 from a personal collection of a local woman that felt the town needed a library. Over the years, the collection has grown to its present size of over 29,000 items. The collection includes adult fiction and nonfiction books, juvenile and young adult books, audio books, magazines, local newspaper, DVD’s, Indiana and local history, and genealogy.
As a small rural library, funding is limited. The demographics of the Library shows many low- income families, with approximately 750 students in our local school system (Metropolitan School District of Shakamak).
The Library collections contain materials which provide the citizens of the Jasonville area with access to information and materials for lifelong learning and enjoyment.
Guidelines:
Consider the needs and interests of individuals in the community.
Include different viewpoints, values, cultures and religions whenever possible.
Select a broad range of materials in all subject areas.
Attempt to balance the collection with current titles.
Utilize standard selection sources to identify materials to be purchased.
Work with the local teachers to help students with assignments and provide materials for them that are educational and helpful in their needs.
Consider patron requests and check resources to help them obtain their requests, such as Interlibrary loan or other methods, if the Library does not wish to purchase their request.
Collections:
Fiction
The fiction collection consists of general fiction along with current titles including short stories, large print, young adult and paperbacks.
Nonfiction
The nonfiction collection consists of adult and young adult sections. The Library seeks-to-have a wide range of interests, including both basic works of permanent value and timely materials on current issues.
Indiana
This collection was established to contribute to the community’s knowledge of our state, both past and present.
Genealogy
This collection also includes Indiana history along with county (Greene) and surrounding counties’ history. It contains family histories, town histories, cemetery records, court records, etc.
Microfilm
The Library has the local newspaper on microfilm from 1914 to date and can be viewed by the public upon request, or with assistance of the Library staff.
Young Adult
The young adult materials are purchased to support a wide variety of interests from adolescence through adulthood, both fiction and nonfiction. The selection is influenced by the interests and needs of young adults and the transition from children to adults.
Children
This collection serves the needs and interests of children from birth through early adolescence (age twelve). It also provides resources for adults working with or interested in materials for children.
Periodicals, Newspapers and Reference
The periodical and newspaper section contain popular title magazines covering a wide variety of interests and the local weekly newspaper. The Library collection of reference materials contains printed reference sources covering a variety of topics and intends to meet the needs of the public.
Audiobooks
The audiobook collection includes literature, fiction and nonfiction for adults.
DVD’s
This collection consists of a wide range of entertainment DVD’s for children through adults along with reference and documentaries. The emphasis for this collection is on popular materials. The Library tries to maintain a balance of DVD’s for both children and adults, and follows the MPAA ratings guidelines.
Related Services:
The Library uses an interlibrary loan service to obtain materials from other libraries on behalf of a patron or another library can borrow materials from our library for their patrons. This service is to obtain materials which would not ordinarily by purchased by the Library and provide materials from the collection of other libraries. Along with the regular interlibrary loan service, we have a county reciprocal service between the Greene County libraries.
Purging:
The Library staff reviews the collection continually to keep it responsive to the needs of the patrons, its usefulness and to make room for newer materials. The Library staff selects the materials for the Library collection. Titles may be purged according to physical condition, frequency of circulation, updating of materials, unnecessary copies or similar materials in the collection, and space. Permanent value to the book collection, such as a classic or an item of historical value would not necessarily fall under these guidelines.
Any books purged are donated to the Friends of the Library for their on-going book sale. Funds received from their book sale will be used by the Friends of the Library to sponsor the Summer Reading Program or other programs. Books are also donated to local nursing homes, hospitals, Goodwill, & local schools.
Donations:
The Library accepts donations of gently used materials. The Library staff decides if the materials can be used in the Library’s collection. Any materials not used are donated to the Friends of the Library for their on-going book sale. Upon request, the Library will furnish the donor with a receipt as to the number and format of items donated. The Library cannot determine the value of the donation.
Donation of monetary gifts and memorials are a thoughtful way to remember a special person or occasion and helps build the Library collection. Donors may recommend a title, leave it up to Library staff to select a title or bring a book of their choosing in to donate. Any memorial book donation will have a memoriam slip stating the memorial and the donor’s name. All donations are recorded in the donation ledger and notices or thank you cards are sent if needed and all donations are posted in the end of the year donations to the Library.

Community Room Rental Information & Policies
The Jasonville Public Library Board of Directors makes available the Community Room for rent by individuals and various community organizations.
Rental Information
Renters must be 18 years of age or older to reserve the Community Room. Renters must sign a reservation form, which holds them responsible for following all policies associated with the Community Room. Renters are liable for any damage to the Community Room, furniture or equipment. The Jasonville Public Library Board of Directors and staff are not liable for accidents, injuries, damages and/or the loss of property of/to the occupants.
The fee for renting the Community Room is $65.00 cash, plus a $35.00 cash deposit. Fees must be paid during the Library’s operating hours and at least three days before building rental. The key can be picked up during the Library’s normal business hours one day prior to rental date. The key is to be returned through the Library’s book return by 10PM on the day of the rental.
The Library staff will inspect the Community Room following all rentals. If the Community Room meets all policy requirements, renters will be able to pick up their $35.00 cash deposit during the Library’s next business day. Deposits will be held at the Library for six months after rental date. After six months, unclaimed deposits will be donated to the Friends of the Library.
Reservations must be made at least 24 hours in advance and can be made up to six months in advance. Same-day reservations can be made at the discretion of the Library staff. All reservations will be handled by the Jasonville Public Library staff during regular business hours, which are listed above. The Community Room will not be available for rent during JHS/SHS Homecoming weekend (Fri-Sat-Sun). The Community Room will also not be available for rent from December 25 through January 1.
Building is available for rent beginning at 9AM and occupants must be out of the building by 10PM.
Religious groups and Civic organizations, such as Tri Kappa, Chamber of Commerce, etc., will be required to fill out a new reservation form and pay $50/year for utilizing the building once a month for meetings. This rent is due in January and will guarantee monthly meeting dates. All other individuals and businesses will be required to pay each time the building is rented. If any equipment or furniture is damaged, the leaders of the organization are responsible for notifying and meeting with Library staff to discuss fees and damages.
Community Room Rules
Children under the age of 18 must be under the direct supervision of the person or group renting the Community Room.
Groups using the Community Room are responsible for returning furniture and equipment to its original locations (see diagram on kitchen wall) and leaving the room clean and in good condition. NO ITEMS can be placed on the walls or taken off the walls. All trash is to be placed in the Library’s trash receptacle behind the building. Upon leaving the building, make sure the lights are turned off and the doors are securely locked.
The Community Room cannot be used for yard sales.
Use of the following items is prohibited in the Community Room:
Weapons
Illegal substances
Tobacco products or smokeless tobacco products
Alcoholic beverages
Candles or other open flames
Animals, except for service animals or animals that are part of a Library-approved program

JASONVILLE PUBLIC LIBRARY
Computer Use and Internet Policy
The Jasonville Public Library provides free use of the computers and access to the Internet as a privilege for its patrons. Each patron wishing to use the computer must agree to abide by the policies and procedures set out in this statement. A signed copy of this agreement will be kept on file. Patrons will be required to sign an updated copy of this agreement as needed.
Jasonville Public Library staff reserves the right to monitor any-and-all activity on Library computers to ensure the policies set forth in this statement are being followed. The Library shall not use or disclose any activity found on the computers in any manner other than to ensure and enforce compliance with this User Agreement, to defend a claim against the Library, and/or as otherwise required by law.
The Library staff retains the right to refuse to permit use of the computer by any patron who lacks basic computer skills, violates Library policies or abuses the privileges to use the computers. The Library staff is the sole arbiter of what constitutes abusive conduct or violation of its policies. Inappropriate use may result in suspension of patron access privileges.
Examples of inappropriate Internet use include, but are not limited to, the following:
Any purpose that violates local, state or federal laws or regulations, including the use of the Internet in any way that is harmful to minors (IC 35-49-3-3). Users whose Internet conduct violates these laws will be prosecuted to the full extent of the law (IC 35-5-2-7)
Interfering with or disrupting other computer users, services or equipment
Solicitation, advertisement, or any commercial purposes
Attempting to gain or gaining unauthorized entry to other computing, information, or communications devices or resources
Malicious, threatening, harassing or obscene behavior, including public display of obscene materials on computer screens or in hard copy
Violation of federal, state, or local obscenity laws, including accessing, transmitting, downloading, uploading or distributing pornographic, obscene, abusive, sexually explicit, defamatory, child pornography or material or language harmful to minors
Any use of personal email, social media, chat rooms or any other personal sites
Unauthorized disclosure, use of dissemination of personal identification information regarding minors
Intentional propagation of computer viruses or worms
Violation of copyright, communication laws or software license agreements
Transmission of speech not protected by the First Amendment, such as libel, slander or obscenity and demeaning or threatening language
Fraud, including misrepresenting oneself or the Library.
Suspension of Internet privileges may occur if patrons violate any of the conditions listed in this policy, or if the Library staff deems appropriate. A 1st offense of a patron will result in a 6-month suspension of computer privileges. A 2nd offense will result in a lifetime revocation of computer privileges. All punishments will ultimately be up to the Library’s discretion.
All patrons wishing to make use of the computers and/or Internet must abide by the following:
All patrons must be eighteen (18) years of age or older. Patrons under the age of eighteen (18) must have a consent form signed by their parent or guardian before using the computer.
Patrons must be in good standing with the Library and have no overdue books or fees associated with their account.
Patrons must sign in with Library staff at the circulation desk, including their full name, date and time in use.
There will be a 30-minute time limit, per person per day
Notify Library staff immediately if a problem exists with the computer and/or printer.
Any major damage inflicted on the machine will be evaluated by Library staff and the user may be held financially responsible if the situation warrants.
Printing Policy
Patrons may print out their work to the Library printer or have copies made by Library staff at a cost of $.25 per page if printing less than 10 pages and $.10 per page if printing 10 or more pages. These fees must be paid at the Circulation Desk when picking up materials. Patrons are responsible for payment for all pages printed, even if pages printed are “by accident” or are not wanted.
Limitation of Liability
The Jasonville Public Library and its Board of Directors assumes no liability for any loss or damage to patrons’ data or discs, nor for any personal damage or injury incurred as a result of using the Library’s computers. The Library is not responsible for any patrons’ use of or inability to use the public access computers in the Library, not is the Library liable for any damage which may result to any patron or work product resulting from malfunctions of equipment or errors in usage. Each user releases the Jasonville Public Library and its Board of Directors from any and all claims arising from the use of the computers. Patrons using the computers, and parents/guardians of users under the age of eighteen (18), will be responsible to the Library for any damage caused to the computers or computer systems through deliberate destruction, defacement, or misuse of the computers. The Jasonville Public Library and its Board of Directors will not be responsible for the purchase of any goods or services made through the Internet by any patron.

Although the Internet offers access to many valuable local, national and international sources of information, some information found on the Internet may be inaccurate, incomplete, dated, controversial or offensive to some individuals. The Library has no control over Internet sources, and is not responsible for its content or the information retrieved. Users are hereby notified that they are responsible for the access points and websites they reach. Patrons must evaluate the validity and appropriateness of information they find.

BOOK POLICY
The Jasonville Public Library provides free access to books by patrons as a privilege. Each person checking out books agrees to abide by this policy set forth by the Board of Directors. Any patron, or their responsible adult, checking out books will be responsible to the Library for any negligent or deliberate damage of books. Patrons are responsible for notifying the Library if books are damaged.
Obtaining a Library Card
*To obtain a Library card, persons must:
*Live within the tax base (Jasonville city limits) or own property within the tax base. Persons living in Wright or Lewis Township are also eligible to obtain a library card after signing a Township Agreement.
*Any person requesting a Library card that lives outside the tax base or does not own property within the tax base is subject to an annual charge of $35 per family. This charge will be eliminated if the person has a Library card and is in good standing at any other Greene County Library.
*Persons applying for a library card must show one form of identification that includes both a picture and a physical address. Patrons will be required to provide a mailing address, if different from their current physical address.
*Be 16 years of age or older. Any person under the age of 16 must have the signature of a parent/guardian.
*Only one Library card can be held per person.
Number of Books Available
*First time Library users or reciprocal borrowers (users holding cards at other county libraries) can take out one (1) book. When that book is returned on time, the user can take out two (2) books. This will increase progressively up to eight (8) books as long as there are no damaged, lost, or overdue books, and all fines and fees have been paid.
*It is at the discretion of the Librarian to limit service at any time due to damaged, lost or overdue books.
Return Policy
*All books are due back to the Library within two (2) weeks of the date they were checked out. At two (2) weeks, books must be returned or renewed by the Library, or fines will be initiated. All overdue books will be charged $0.25 per day, per book. Fees must be paid before additional books are checked out.
*Books can be renewed in person or by calling the Library at (812) 665-2025.
Reserves
*Patrons are allowed to place their name on the reserve list for highly popular books. By patrons placing their name on the reserve list, they agree to the conditions of the following reserve policy:
*Patrons on the reserve list are given one (1) week to pick up the book once they have been contacted by the Library staff. If the books is not picked up within this time frame, the patron will be placed at the bottom of the reserve list.
*Patrons who check out a reserve book and do not return or renew it within the appropriate time frame will lose their reserve privileges for three (3) months.
Inter-library Loan
*Inter-library Loan (ILL) is a free service offered to users of the Jasonville Public Library. Inter-library Loan is offered to patrons who have regularly used their Jasonville Public Library card for three (3) months and who have no damaged, lost or overdue books or fees on their card.
DVD POLICY
The Jasonville Public Library provides free use of DVD’s to the patrons as a privilege. Any patron checking out DVD’s will be responsible for any damaged caused to the DVD through negligence or deliberate damage. Patrons are responsible for notifying the Library if a DVD is not working properly. All DVD’s will be checked for damage when checked out and again when returned. If any damage is noted upon return, the patron will be responsible for replacement.
To check out DVD’s, a patron must:
Be 18 years of age or older. No children under the age of 18 will be allowed to check out DVD’s.
Have a Library card and use the Library on a regular basis for at least six months.
Be in good standing, having no fees due and no overdue Library books, videos, audio books, etc.
DVD’s checked out must be returned to the Library on the next operating day, or be subject to fines. The return schedule for DVD’s is as follows:
DVD’s checked out on Monday must be returned on Wednesday.
DVD’s checked out on Wednesday must be returned on Saturday.
DVD’s checked out on Saturday must be returned on Monday.
If the return date is a holiday in which the Library is closed, DVD’s are to be returned on the next operating day.
When a patron has used the Library for six months and has earned the right to check out a DVD, only one DVD can be checked out. Once that DVD is returned on time, patrons can check out no more than two DVD’s at one time.
DVD’s cannot be renewed.
The fines for overdue DVD’s is $1.00 per day, per DVD. Fees must be paid and DVD’s must be returned before additional DVD’s can be checked out.
The Jasonville Public Library follows the recommended guidelines of the Motion Picture Association of America (MPAA) that “R” rated movies are inappropriate for minors. DVD sections will be organized by MPAA ratings.
The Jasonville Public Library DVD collection is intended for “Home Use Only” and copyright infringements may occur if the selections are used for public performances or illegal copying purposes.
Fax Policy
To enhance customer service, the Jasonville Public Library is pleased to provide a fax service to its community as an additional library offering.
The Jasonville Public Library has a fax machine available for public use. The fax number is 812-665-2025. Actual operation of the fax machine is limited to Library staff.
Fax transmission charges are $2.00 for the first page and $.50 for each additional page. Only 8 ½” X 11” may be transmitted or received.
Fax transmissions may be received as well as sent. The price for receiving a fax is the same as sending a fax.
Payment must be pre-paid at the Circulation Desk via cash only.
Fax transmission/collection service is available only during the hours of the Jasonville Public Library is open.
A call placed to a busy number will be resubmitted up to a maximum of 2 more times at no extra charge. If the fax does not go through due to a constant busy signal, the patron’s money will be refunded. Only the patron may determine the success of the transmission by calling the recipient to confirm the number.
Transmission errors are common, and print quality is variable and not controllable by the Library. The Library is NOT responsible for successful transmission of outgoing or incoming faxes, nor is the Library responsible for any damage, loss of data or consequential damage arising out of the use of this service.
Documents will be held no longer than two weeks. If patrons do not pick up documents, these documents will be shredded by Library staff.
No International fax transmissions will be allowed.
Costs may be revised on an as needed basis dependent upon changing cost in phone lines, long distance fees and fax mach
General Policies
Book or Library Materials Donation
Items donated to the Library become sole property of the Jasonville Public Library. The fate of the donated item is left to the discretion of the Library Director. Items may be placed in the collection, given to the Friends of the Library for their book sale or donated to another organization. Users who donate will be made aware of this policy. Money donated to the Library will go into the fund of the donor’s choosing. If no specifications are given, it will be used at the Library Director’s discretion.
Check Acceptance
The Jasonville Public Library will only accept checks from Library patrons in good standing. The check must be made out for the exact amount. The patron will be responsible for any and all fees associated with returned checks. The Library staff will not accept any two-party or payroll checks under any circumstances. Patrons must also provide a photo ID with their correct address. The address on the check must match the address on the ID.
Illegal Activities
Library staff members will not tolerate any illegal activities or acts of violence on Library property. Appropriate authorities will be notified if any questionable behavior occurs.
Memorial Donations
Donations can be made to the Library in memory of a loved one. Recognition will be placed in the book and notification will be sent to the family.
Donations of $2,000 or more will be recognized on the donation’s plaque, located in the Community Room.
Pets
Only service animals will be allowed in the Library.
Safe Child Policy
While children of all ages are welcome and encouraged to use the Library’s materials, programs, and services, parents and caregivers must be aware that the Library is an open, public building and the well-being and safety of young children left alone or unsupervised is a serious concern. It is for the safety of each child that the Library has adopted the Safe Child Policy.
An unattended child may be defined as a child unable to care for himself/herself when left in the Library without a parent or responsible adult within sight or sound range, any child left unattended for long periods of time, or any child not picked up at closing time.
Parents or guardians, not Library staff, are responsible for the safety, care, and supervision of their children while at the Library.
*Children aged 12 and younger must be supervised by, and remain in immediate proximity to, a parent or caregiver, aged 16 or older at all times.
*Middle School and High School students (Grades 7-12) are welcome to use the Library unattended provided they comply with the Library’s Code of Conduct, which includes but is not limited to the prohibition of food and drink, foul language, disruptive cell phone usage, and horseplay. Students using the Library unaccompanied are still the legal responsibility of their parent(s) or guardian(s).
*Parents or caregivers are responsible for being aware of the Library’s hours of operation if leaving their child unaccompanied at the Library.
*Library staff will not physically prevent a child from leaving the Library, assume responsibility for a child, accompany, or transport an unrelated child off Library premises.
*A staff member who discovers an unattended child younger than age 12 will attempt to contact the parent or guardian of the child. If a parent or guardian cannot be contacted, the Library will notify the Jasonville Police Department.
*When the Library closes, staff will attempt to contact the parent or guardian of any unattended child. If a parent or guardian cannot be located or contacted within 15 minutes, the Jasonville Police Department will be notified. Library staff will wait with the child until the police arrive.
Violation of the Safe Child Policy may result in suspension of Library privileges for the
family.
Smoke-Free Environment
The Jasonville Public Library is a smoke-free environment. No person is allowed to smoke inside the building or within 8 feet of any public entrance, per Indiana law.
User Behavior
Improper behavior in the Jasonville Public Library or on the Library grounds will not be tolerated. Behaviors viewed as improper are defined as, but not limited to:
*Users in areas restricted to staff only
*Extreme public displays of affection
*Public intoxication or under the influence of drugs
*Any behavior deemed as “criminal”
*Any computer privilege abuses stated in the Computer User Policy
*Any action that might be deemed dangerous to oneself or others
*Running in the Library
*Abusive or foul language to other users or staff
*Misuse of furniture
*Talking extremely loud or screaming
*Fighting
*Abuse of Library resources, materials and property
If the user is asked to leave and refuses, the Jasonville Police Department may be called to physically remove the user from the Library. Any illegal activities will be immediately reported to the police.
Users asked to leave must remain absent from the Library for the rest of the day. Extreme cases will warrant Board of Directors’ review before the user is allowed to return. In the case of illegal activity, user restrictions will last indefinitely.
User Confidentiality
The Jasonville Public Library realizes the importance of user confidentiality. The Library staff shall not disclose any Library record that identifies a person as having requested or obtained specific materials or information, computer history records, or as having used the Library, except as provided in the following exceptions:

*With written consent of user
*Upon issuance of a subpoena, or where otherwise required. Refer to Indiana
Code 5-14-3-4(16)
Spouses, parents or siblings may request information of a Library user’s card if they are authorized to do so. Staff will be required to verify authorization.
Volunteers
Acceptance of volunteers is up to the discretion of the Library Director and the Board of Directors. Any persons on probation/community corrections service will only be allowed to “volunteer” if they are sentenced in Greene County.
Weather Closing
When the weather proves hazardous, the Library Director will close the Library as they see fit.
